Should I repair my water heater or replace it?

As a rough guide: if it’s fairly new and it’s a single fault, a repair usually makes sense. If it’s well over ten years old, the tank is leaking, or the fix costs more than about half a new unit, replacing is normally the better value. I’ll tell you honestly which applies.
Do you supply the new water heater, or do I buy it?
